The Ministry of Housing, Communities and Local Government has confirmed that the appropriate sum for parish councils for the purposes of section 137(4)(a) of the Local Government Act 1972 ("the 1972 Act") for 2018-19 is £7.86.

This is the amount that results from increasing the amount of 2017-18 (£7.57) by the percentage increase in the retail index between September 2016 and September 2017, in accordance with Schedule 12B to the 1972 Act.

The guide is designed specifically to help local councillors support their communities and council in deciding whether or not to produce a neighourhood plan for their area and, if they decide to go-ahead, to guide them through the process of producing the plan and thinking about how it will be delivered.

At a time when there is more demand for public bodies to be more open and transparent, the National Association of Local Councils (NALC) has published a guide for finance and transparency. This publication is available to download from the NALC website,, or in the members area of our website.  The publication is not currently available to purchase in hard copy.

On 27 February 2017, Joint Practitioners Advisory Group (JPAG) approved some modest amendments to the wording of Governance and Accountability. The content is not greatly changed, but a minor error affecting parish meetings has been corrected and some of the explanations in part five have been made clearer. 

The 2017 edition of the guide applies to the statutory reporting of the financial year 2017/18. However, JPAG has authorised the early adoption of the guide for 2016/17 on a voluntary basis. The decision whether to do so will rest with individual smaller authorities. A copy of the Guide can be viewed in the members' area.
